I think the difference in knowledge and wisdom is the ability to read and know peoples actions. What they think just by the actions of other people and reading what went on before I am not trying to be stereo typical but people follow others and listen to the one who speaks the most and steps the hardest but the one who steps the hardest know that when they do they will have followers and that is how they can step. But can you without the others? And if so would you take that road I think the people who take that road will be the highest leaders, but they need to know when to come out and let everyone know what they are trying to do.
Ex. Ok so take two people in a restaurant they are sitting down and for some reason its quiet they know that some thing should be said but either they have no idea what to say or are to embarrassed to say it. Nonetheless if you are in the upper hand and know what is going to happen then they will take the lead of the conversation but in real life there are so many different ways to read people that I don’t think anyone could learn exactly how.

i don't think that you can read peoples thoughts by there actions because if that was true then i would be able to tell what everyone was thinking.
I agree with you that people need to know other peoples action to actually know them.
